KEEROM REGENT QUESTIONS DELAYED DISBURSEMENT OF AUTONOMY FUNDS

Jayapura, 17/4 (Jubi) – Keerom Regent Yusuf Wally expressed his frustration over delays in the disbursement of the special autonomy budget for 2014 by the provincial goverment.
As a result of the delay, the Local Government of Keerom was forced to borrow some funds from the General Allocation Budget (DAU) to cover some activities allocated in the Special Autonomy program.
He pointed out the Family Financial Support Program (BK3) which has became the priority program of Keerom Regency had to be financed using DAU funds instead of funded by Otsus funds.
It would be a problem when the Audit Board (BPK) conducts an audit, he said.
“Currently the BPK is examining our report, and certainly they will give us a lot of notes. I hope this could be considered,” Wally said during the Forum of Regents of Papua and the Governor of Papua in Jayapura recently.
Governor Lukas Enembe appeared surprised by the remarks. “I thought, Mr Arisoy (the Head of Finance and Asset Management Board of Province Papua) is usually taking prompt action on budget transfers to regencies. He might be able to explain this,” the governor said.
The head of Finance and Asset Management Board of Province Papua, Benyamin Arisoy said the slow process of budget disbursement to the regions was caused by delays in reports submitted by regencies.
“If all regencies/municipality government had submitted their reports on time, I think the disbursement process would have been on time. Even three regencies has not submitted their report until now,” said
